He previously served in the South Carolina House of Representatives from 2002-2010. Duncan has been a member of the House Freedom Caucus.

Duncan has worked as a CEO of a real estate marketing firm.

Duncan was born in Greenville, South Carolina. He earned a B.A. from Clemson University in 1988. He has worked as a real estate broker and auctioneer.
